Pavel Bilek
Senior Associate
Pavel Bilek is a senior associate within IISD’s Economic Law and Policy program, specializing in critical minerals, energy, and industrial policy. Pavel also serves as a senior research advisor at the University of Oxford’s Technology for Industrialization and Development Centre and is currently an independent consultant.
Pavel was previously the Deputy Head of the Energy and Climate Policy team at Berlin Economics. In this role, he advised high-level decision-makers, including prime ministers and ministers, across Ukraine, Moldova, Uzbekistan, and Armenia on energy transitions, energy security, and economic diversification. He previously also served as a research and data officer at the Natural Resource Governance Institute.
Throughout his career, Pavel has advised numerous organizations, including the Association of Southeast Asian Nations, the European Commission, the World Bank, the International Energy Agency, the United Nations Development Programme, and others, on topics related to critical minerals, energy, economic development and diversification, and industrial policy.
Pavel holds an MPhil in development studies from the University of Cambridge and a BSc in international relations and history from the London School of Economics. He is currently based in Bergen, Norway and speaks English, Czech, and Spanish.
